Access Equity with Global Health Innovation in Vaccine Development Alliances

This paper investigates the relationship between global health innovation and access equity, with a specific focus on vaccine development alliances. Over the past two decades, public-private partnerships, international consortia, and global health alliances have emerged as critical organizational mechanisms to accelerate vaccine research and development. However, the extent to which these collaborative frameworks facilitate equitable access to life-saving vaccines in low- and middle-income countries remains a subject of intense academic and policy debate. Utilizing a newly compiled country-level panel dataset spanning the years 2000 to 2022 across eighty-five nations, we conduct a rigorous panel analysis to evaluate the impact of participation in global vaccine alliances on regional vaccine accessibility, coverage rates, and distribution equity. Our empirical findings demonstrate that participation in highly integrated research consortia significantly improves vaccine distribution timelines and domestic immunization coverage. However, the positive effects are highly contingent on the governance structure of the alliance, specifically the inclusion of technology transfer agreements and intellectual property sharing frameworks. Furthermore, we find that alliances dominated solely by private-sector actors show lower correlations with access equity compared to those involving multilateral organizations. This study provides valuable empirical evidence for policymakers, global health organizations, and biopharmaceutical developers aiming to design collaborative frameworks that balance innovation incentives with humanitarian access mandates.References
